USDA zones are zones of average minimum winter temperature, roughly speaking any plant marked with a number 7 or less is hardy pretty well anywhere in th UK, zone 8 is hardy although a few plants may need some winter protection in cold or exposed areas, zone 9 is for coastal urban or sheltered situations otherwise some winter protection will be needed, and zone 10 is being silly or the Isles of Scilly
